Leon has worked for thirty-nine years in the Public Rehabilitation Program. Twenty-four of those years were spent as the Director
of the Region VI, RRCEP. In that position Leon gained the widespread respect of rehabilitation professionals throughout the
country. He has developed significant relationships with many of the programs that comprise the State-Federal Rehabilitation
Program. Leon has worked for several years (1993 to the present) with the minority entities that are targeted by the RCBP.
Working alongside Dan Hopkins, he has provided technical assistance, academic program development, grant writing training
and facilitated the relationships between VR agencies and minority entities. Leon has provided training and TA to Historically Black
Colleges and Universities, Hispanic Serving Institutions and American Indian Tribally Controlled Colleges for the past 13 years.
Many of these institutions have been funded by RSA. Leon played a key role in the successful funding of the first American Indian
Tribal Colleges and Hispanic Serving Institutions for Long Term Training. Since 1996, Leon and Dan have been utilized by most of
the other funded capacity building projects to lead their efforts in providing TA and training for Long Term Training and Special
Demonstration Project proposal development.
